In these times of sequester, why would DHS not save money by buying the cheapest (non-hollow point) bullets, if their use truly is for training purposes. Their refusal to give an explanation and the continuing purchases (now around 2 BILLION rounds) makes it difficult to believe that there is anything other than a nefarious motive.
