Who are the real bullies in this case?

While the original bullies in this case should know better, they at least have the (weak) excuse that they are children and still have to lean how hurtful their actions are. On the other hand, the adults involved, school officials, police and the judge are carrying out bullying of the worst kind, since they should definitely know better. While Holder and King Barry advocate prosecutorial discretion in many strange situations that do not really warrant it, these trumped up, power hungry minor officials seem incapable of using their common sense.
