No wonder this unconstitutional program costs us $2.2B every year. This MUST be stopped as soon as possible. Maybe it could be reinstated if we can find a good way to ensure that only one phone is ever issued in a person's lifetime. If they lose it (or sell it) too bad. Teach them some personal responsibility. Maybe we could tattoo a big "L" on their forehead.
